The decision not to offer a place to your child was made on the ground that prejudice to the provision of efficient
education or the efficient use of resources would arise because of measures which would have to be taken to ensure
there are no more than 30 children per teacher in an infant class. Such measures might include providing an extra
class base or employing an extra teacher. In such circumstances the Appeal Panel can only allow your appeal where:-
1. The panel is satisfied that your child would have been offered a place if the school’s admission arrangements
had complied with the mandatory provisions of the School Admissions Code or the ‘School and Standards Framework Act 1998’.
2. The Panel is satisfied that your child would have been offered a place if the published admission arrangements
had been properly implemented.
3. The Panel is satisfied the decision not to offer a place to your child was unreasonable in the circumstances of your child's case.

submitted can be considered by an Appeal Panel. The types of documents you may wish to submit could include doctor’s
notes, letters from solicitors, letters or reports from a social worker or other professionals. If you are unable
